Emerson Wins $1.8 Million Contract for First Water/Wastewater Industry PlantWeb® Installation


Power & Water Solutions industry center to apply digital automation and control architecture at new Orange County Advanced Water Treatment Facility

PITTSBURGH, PA (March 24, 2003) – Emerson Process Management announced today that its Power & Water Solutions industry center, formerly Westinghouse Process Control, has entered into a contract with the Orange County Water District (OCWD) to automate a new Advanced Water Treatment Facility, known as the Groundwater Replenishment (GWR) System, currently under construction in Fountain Valley, Calif., along the Santa Ana River. OCWD maintains and manages the groundwater basin, under north and central Orange County, that supplies more than half of the water used by 2.3 million California residents. The project is a joint effort between OCWD and the Orange County Sanitation District.

Under the $1.8 million contract, Emerson will apply its PlantWebÒ digital plant architecture at the facility, using the DeltaV distributed control system and FOUNDATION fieldbus intelligent field device technology for optimal plant operations. The GWR System, which will use cutting-edge purification methodologies including microfiltration, reverse osmosis, and ultraviolet and hydrogen peroxide disinfection, will become one of the first water/wastewater treatment facilities in the country to incorporate smart instrumentation and bus technology into its control design.

“Orange County is not only on the cutting edge in its approach to providing water for its community, it’s also a leader in automation, applying PlantWeb, one of today’s most advanced technologies, to help it operate more efficiently and more cost-effectively,” said Doug Johnson, Sales and Marketing Manager for water solutions from the Power & Water Solutions center of Emerson Process Management. “We’re looking forward to working with Orange County and finding additional ways our experience in water and wastewater treatment can help to make this world-class GWR System water purification plant a success.”

System components are scheduled for delivery in three phases, beginning in mid 2004. Phases will coincide with OCWD’s current contracts for treatment equipment: one installation phase for microfiltration equipment, one for ultraviolet disinfection equipment and another for the balance of the plant. Emerson will complete installation in mid-March 2007.

Preventative maintenance and service will play a key role in the new contract. As part of the PlantWeb architecture, Emerson will install AMS software, a predictive maintenance package designed to acquire and analyze information from fieldbus devices. In addition, the contract with OCWD includes a one-year maintenance agreement renewable over a 10-year period. Both the AMS software package and the service agreement are aimed at containing or reducing costs while maintaining the system at peak performance.

OCWD chose Emerson’s PlantWeb design over a combined bid from USFilter and Honeywell, based on Emerson’s expertise and ability to seamlessly integrate intelligent devices and bus technology into instrumentation and control system design using the DeltaV system.

PlantWeb field-based architecture is an automation solution that
delivers asset management, process control and management execution through intelligent field devices, standards and platforms, and integrated modular software.
