ASTM appoints Arman Shakkaliyev to International Board of Directors
Shakkaliyev holds a law degree from Gumilyov Eurasian National University; an economics degree from Karaganda State University; and a degree in standardization, certification, and metrology from Kostanay Engineering Economic University.

January 13, 2017— Arman Shakkaliyev, Director of the Department for technical regulation and accreditation at the Eurasian Economic Commission, will serve a three-year term on the ASTM International board of directors. Shakkaliyev is based in Moscow, Russia. The Eurasian Economic Commission is the regulatory body of the Eurasian Economic Union, which works to advance economic integration in the region. The EEU includes Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan. Shakkaliyev holds a law degree from Gumilyov Eurasian National University; an economics degree from Karaganda State University; and a degree in standardization, certification, and metrology from Kostanay Engineering Economic University.

A member of ASTM International since 2008 when the MOU between Kazakhstan Standardization and Certification Institute and ASTM was signed as the institute works with ASTM Committee on Petroleum Products, Liquid Fuels, and Lubricants (D02) and Committee on Road and Paving Materials (D04). Before beginning his position at the Eurasian Economic Commission, Shakkaliyev was director-general at the Kazakhstan Standardization and Certification Institute for eight years. Earlier in his career, Shakkaliyev gained experience as the director of the Kazakhstan Institute of Metrology and at Kazakhstan’s Ministry of Economy and Budget Planning. He specializes in standardization, certification, quality management, and technical regulation.

Outside ASTM International, Shakkaliyev is a member of International Engineering Academy and holds status of expert-auditor for quality management systems ASTM’s board of directors is made up of 25 leaders from an array of companies, associations, and government bodies worldwide. Several members are based outside the United States.
