Carlos Montes Portela is an operational technology (OT) security expert with more than 30 years of experience in roles ranging from software engineer and information technology (IT) architect to senior smart grid innovator and OT security manager. He holds a Bachelor of Science in software engineering and a Master of Science (cum laude) in business process management and IT.

Carlos is co-owner of OTRISK, which is developing a platform that helps organizations efficiently manage conformance with ISA/IEC 62443, regulations and standards such as ISO/IEC 27001, including across their supply chain. Through his company, Dicarma Coaching, Training & Consulting, he helps organizations build OT security programs within ISO/IEC 27001-based ISMSs. He also teaches ISA/IEC 62443 courses in Dutch, English and Spanish.

A TOGAF-, CISSP- and CISM-certified professional, Carlos is a senior OT security consultant for ENCS, and he researches EV charging security for ElaadNL. He is an active member of NEC 65 and IEC TC65 WG10, where the IEC 62443 standards are co-developed with ISA.
